It does not create a plot hole -- maybe just some confusion if you over think the scene. I think Coppola kept it in not just because it was cool but because it actually helped those who watched the film believe why Pentangeli would turn on Michael. He believed that Michael was responsible. And it even made it clearer.

Think of it this way: if the Rosatos tried to kill Pentangeli without uttering anything -- why would Pentangeli turn on Michael? Because he is mad that Michael's requests almost got him whacked? He would draw closer to Michael waiting for him to take out the Rosatos and Hyman Roth -- and then step in and be more powerful. No -- Coppola realized this line would remove confusion and maybe even a later scene with exposition in which Pentangeli was led to believe that Michael was behind the attempted hit. otherwise Pentangeli would think Roth was taking him out. To quote Benjamin above -- it make perfect sense.

Right. I’m curious along with @Brian Cronin, how does it make sense unless you’re being funny @Benjamin lol. He explained it perfectly, because why even tell Pentangeli “Michael Corleone says hello” if the goal was to kill him, not frame Michael so Pentangeli testifies against him. Not only is there no way the Rosato Brothers nor Roth could have known the police office would happen pass. The cop based on the script was completely coincidental. Naw, bottom line Coppola kept a line in that he thought sounded cool (it did if you don’t read into it lol) that was an ad lib .
