It didn’t help that it aired while BBC’s superior Sherlock show was still in production (or at least a very recent memory. Though talk about a show that jumped the shark). So I’d say it happened when CBS iced the BBC out of the deal, as CBS had originally approached them about doing a straight adaptation of the BBC version.
