Agreed, this is the most notable example I can think of. Most cases of Chuck Cunningham syndrome involve older sibling characters that you could easily assume just moved out and don’t keep in touch. You can’t do that with a pre-teen girl, the only possible in-universe justifications for Judy’s absence are that she died off-screen but nobody cared enough to mourn her or that Urkel used a time machine and accidentally erased her from existence when he stepped on a butterfly.
